Hillsboro Man Charged with Fraudulently Using Company Credit Card

David Russell Conner, 36, of Hillsboro, is facing charges for allegedly using a construction company’s credit card without authorization to make multiple purchases at a Home Depot in Festus, according to court documents.

On May 27, Conner was charged with two counts of fraudulent use of a credit device—a Class E felony that carries a potential prison sentence of up to four years. As of Tuesday, he remained in custody at the Jefferson County Jail on a $25,000 cash-only bond.

Investigators say Conner used a Home Depot credit card belonging to Constructors 911 at least 31 times between November 13, 2024, and January 12, 2025. The unauthorized purchases totaled $6,810.59, according to a probable cause statement.

The company’s project coordinator reported the suspicious charges to police on February 3. After reviewing surveillance footage, a Festus Police detective identified Conner as a suspect and arrested him on March 6.

During an interview, Conner claimed he had “forever” had the card and believed he had permission to use it. He also said he no longer possessed the card, claiming he gave it to another employee of Constructors 911.

However, the project coordinator told investigators Conner’s claims were “absolutely false,” stating that he was not authorized to use the company card and had not been employed by Constructors 911 since before the charges were discovered.
